IMPAQ Health is seeking a confident, self-motivated, and creative individual to join our team of exceptional people in the Insurance Access & Value Based Care practice area, to contribute to work that impacts the health care of millions of Americans. IMPAQ is seeking a policy analyst that demonstrates policy analysis, program implementation and project management skills. This includes analyzing public comments on federal rulemaking, executing quantitative and qualitative reviews of program data, and developing and implementing standard operating procedures in a fast-paced environment. The policy analyst should have a working knowledge of health care policy topics, including the Affordable Care Act (ACA) health insurance marketplaces, Medicaid and Children’s Health Insurance Program (CHIP). The policy analyst will support IMPAQ Health’s work with the Centers for Medicare & Medicaid Services (CMS), including projects at the Center for Consumer Information and Insurance Oversight (CCIIO), Office of Financial Management (OFM), and/or the Center for Medicaid. In addition, the policy analyst will be expected to contribute to business development opportunities at the federal and state level.

  • Support federal rulemaking processes through the analysis and summary of received public comments.

  • Manage and support the development and implementation of standard operating procedures (SOPs).

  • Manage and contribute to the development and writing of technical reports, tailored to client needs that include actionable recommendations.

  • Support the design, documentation, and implementation of new business processes.

  • Facilitate client meetings, including review of meeting minutes, tracking action items, and managing multiple contractors.

  • Develop and conduct presentations for government clients.

  • Manage and support the development and implementation of project schedules, plans, goals, and budgets with limited supervision of more senior staff.

  • Develop policy memos with clear recommendations and next steps.

  • Proactively identify ideas for innovation and process improvement.

  • Participate in business development activities, including writing technical responses and participating in federal and state capture planning activities.


  • Bachelor or Master’s Degree in public policy, health administration, public health, health policy or related fields.

  • 0-5 years of related health policy experience in government consulting, policy analysis, or program implementation.

Knowledge and Experience

  • Familiarity with CMS, the ACA, Medicaid, and CHIP is required. Knowledge of ACA individual and small group health insurance eligibility and enrollment policy is preferable but not required.

  • Experience with developing and implementing operational processes and operating procedures to support CMS is preferable but not required.

  • Experience carrying out qualitative analyses of program documents to identify common themes and trends.

  • Experience with approaches to business process design.

  • Experience effectively managing competing priorities under tight deadlines.

  • Experience with consulting or working with client-based projects.

  • Experience working on multiple projects simultaneously.

  • Experience writing succinct policy memos with clear recommendations.

  • Experience contributing to proposals and preparation of reports.

  • Strong policy analysis skills, including the ability to review and interpret regulatory and sub-regulatory guidance.

  • Ability to analyze policy documents and produce concise summaries and technical assistance materials, such as webinars, presentations, and frequently asked questions (FAQs).

  • Ability to analyze and synthesize findings to develop valuable insights and strategic recommendations for the client.

  • Excellent people skills with a customer service oriented approach, and a focus on building relationships with the client and project team.

  • Ability to work independently as well as with a team in a fast-paced environment. Includes the ability to be flexible to meet project priorities.

  • Ability to think creatively and work on teams to develop innovative ideas for new and existing clients.

  • Intermediate to advance knowledge of Microsoft Excel, PowerPoint, and Word.

  • Ability to apply project management principles to assist the team through each phase of the project.
