MITRE’s CMS Alliance to Modernize Healthcare FFRDC (Health FFRDC) is seeking a Director for the Healthcare Payment Innovation & Quality Division to lead growth and delivery supporting the mission of our sponsors. The Health FFRDC conducts research and development, studies and analyses, and systems engineering activities to reinvent health systems, enhance the care experience, and protect and promote the health and well-being of all Americans. Sponsored by the Department of Health and Human Services (HHS) and operated by MITRE, the Health FFRDC serves as an objective adviser to all HHS organizations and other federal agencies with health and human services missions.
The Healthcare Payment Innovation & Quality Division Director will advance the strategic priorities and programs of the Centers for Medicare and Medicaid Services, primarily related to private insurance markets, Medicare and Medicaid, value based payments, and health care quality. The Healthcare Payment Innovation & Quality Director will report to the VP and Health FFRDC Director, and is part of the Health FFRDC Senior Leadership Team, integral to the success and impact of the organization. The Healthcare Payment Innovation & Quality Division Director is accountable for sponsor engagement, work shaping, and work delivery. The Director will be responsible for identifying, securing and building strategic partnerships to develop and deliver on programs that align with the MITRE Public Sector strategy, and provide whole of government solutions. The Director will work to connect diverse stakeholders within and outside the federal government to advance MITRE’s growth, visibility and leadership.
The Director is responsible for:
Leading all aspects of operating this important MITRE division.
Serving as a partner to the sponsor through thought leadership in critical mission areas.
Identifying and anticipating major sponsor and environmental trends, opportunities, and issues; continually shaping the plan and strategy accordingly to achieve mission impact, critical outcomes, and enable good growth through our work program.
Leading executive-level engagements with CMS sponsors, constituents, and stakeholders to build trusted relationships across the mission area.
Shaping work to deliver impact and achieve sponsor mission and outcomes.
Collaborating and partnering with senior MITRE leadership in other divisions and innovation centers to plan and align growth strategies and execute the work program with excellence and impact.
Building relationships, networks, and potentially new organizational constructs across MITRE that drive cross-sponsor approaches that increase the value of the FFRDC Platform.
Developing and deploying cross-agency solutions that support the transformation of health & healthcare across MITRE’s public-sector programs.
Leading, planning, and executing the work program to ensure mission impact and high levels of customer satisfaction and technical quality, while bringing forward consistency, innovation, and best practices.
Overseeing division quality program ensuring technical and strategic quality review of division project plans, capabilities, and deliverables.
Staff development and workforce shaping
Shaping a high-caliber team to deliver high-value, high-impact work, including ensuring that staffing levels are maintained for critical skills and that the right people are placed in the right jobs.
The Director needs to possess a strong leadership presence, demonstrated thought leadership, and the ability to manage a large division with multiple sponsor and customer organizations.
Broad understanding of the healthcare domain to include the Department of Health & Human Services (HHS) and Centers for Medicaid & Medicare Services (CMS) agencies, programs and strategic priorities.
Deep expertise in key health systems and financing policies related to private insurance, Medicare and Medicaid, value based payments, health care quality, and other key CMS priorities.
Experience meeting cost, schedule, performance, and quality for all sponsor work.
Experience executing large complex endeavors from strategic, operational, and financial perspectives.
Successful engagement, relationship building, and collaboration record in a shared leadership model.
Proven leadership skills managing and motivating highly skilled employees and delivering impactful results.
Significant exposure to and experience solving customer issues.
Demonstrated thought leadership in mission-oriented challenges of our sponsors.
Excellent communication skills with all levels of sponsors and internal staff.
Strong understanding of how the federal government works, including policies and practices related to health and healthcare including the executive and legislative branches.
Demonstrated ability to work across organizations and integrate efforts to achieve more impactful outcomes.
- Graduate degree (Masters or PhD) from competitive academic program in a relevant field (e.g. public health, healthcare delivery science, life sciences, health administration, information technology, etc.).
- BS and 15 years of related experience with a preference for governmental experience.
