The Healthcare Payment, Innovation & Quality Division seeks a Chief Engineer (CE) to join our leadership team. The Division CE helps to lead and shape high quality work and capabilities to optimize value to our sponsor. The position requires significant expertise across CMS programs: Medicare, Medicaid, CCIIO, CHIP, CMS quality and payment programs, and CMMI. The CE draws upon deep expertise in healthcare and experience in leadership related to CMS programs to help the Division’s leadership team execute on Division’s technical strategy through providing innovative direction, and technical leadership across the Division and the Health FFRDC.

The Division CE works in partnership with the Managing Director (MD), Department Managers (DM), and Outcome Leads to ensure execution of a high-impact, high-quality technical work program that achieves sponsor mission-critical outcomes. The Division CE makes significant contributions based on in-depth healthcare expertise and understanding of CMS program challenges, opportunities, trends, and impact on the health care industry. The CE utilizes this expertise and his/her experience with CMS program policy and operations to provides thought leadership, develop and execute strategies that inform discretionary investments to drive platform and capability development, and accelerates adaptation of best practices and innovation within projects to enhance sponsor value.

The Division is committed to providing only the highest quality and greatest value deliverables and support to its sponsor. The CE works collaboratively with the Division leadership to develop and execute upon and strategic quality improvement and assessment program that meets the specific needs of the project leads and the sponsors. This entails applying a deep understanding of the sponsor and its programs to lead the Division quality program, support project leadership and staff, participate in senior-level reviews (e.g., Independent Technical Assessments), and collaborate across the Health FFRDC’s CE community to achieve increases in quality, efficiency, and effectiveness. The Division CE also establishes partnerships inside and outside of MITRE and helps develop and mentor the next generation of technical thought leaders.

Job Responsibilities:

  • Technical Quality and Delivery Excellence

  • Lead and drive the Division’s technical quality program to deliver high-quality, high impact technical products that represent MITRE’s world-class technical mastery.

  • Maintain awareness of the quality and impact of technical deliveries.

  • Work across projects teams to resolve quality issues.

  • Technical Impact

  • Lead the Division’s implementation of the Mission Value Chain (MVC) in partnership with the Departments and associated Innovation Centers; work with Project Leaders (PLs) to provide input to MVCs.

  • Help shape and develop Division work programs and domain capability areas (DCAs), where applicable, to provide effective, efficient, and innovative solutions to stakeholders and maximizes value to sponsors.

  • Ensure that the DCAs appropriately leverage Innovation Center Technical Capability Areas (TCAs) to maximize reuse of capabilities and products.

  • Encourage reuse and adaptation of previously delivered technical knowledge and products as appropriate (e.g., through adoptions from and contributions to Corporate Platforms).

  • Leverage opportunities for integration and cross-pollination across projects, Division work programs, Health FFRDC sponsors, and other FFRDCs to facilitate knowledge sharing and identify and implement best practices to improve impact while achieving key sponsor outcomes.

  • Coordinate technical outreach, partnerships, and engagements with industry, academia, and other stakeholders to ensure that best practices and innovative approaches are brought to bear on the Division’s work and products.

  • Partner with Managing Directors and Department Managers to engage sponsors to understand their needs and to enhance the impact of the Division work program.

  • Strategic Planning

  • Collaborate with the Division leadership on development of the Division technical strategy guiding technical workforce shaping, investments, initiatives, and laboratories.

  • Ensure that the Division is positioned to develop innovative and mission-focused approaches and solutions.

  • Cross-MITRE Engagement

  • Maintain and strengthen existing partnerships across MITRE and develop new relationships within MITRE.

  • Establish partnerships with Innovation Center leadership to ensure alignment and synergy of technical strategies and to introduce transformational and efficient solutions into MITRE’s work programs.

  • Establish partnerships with Innovation Center leadership to ensure that Innovation Center subject matter experts are properly leveraged in the Division’s work program and technical quality program.

  • Bring the world to bear (academia, industry, and other Gov’t labs) to bring best solutions to MITRE sponsors and improve the technical quality of our products.

  • Staff Development and Workforce Shaping

  • Help create a strong developmental culture within the Department.

  • Mentor staff.

  • Provide Department leadership with input on staff performance.

  • Participate on Department panels for growth promotions

  • Establish an inclusionary vision for how to sustain and enhance our diverse expertise to enable staff to extend and deepen their ability to collaborate and coordinate multi-disciplinary teams in support of sponsor missions.

Required Qualifications:

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • The position requires significant expertise across CMS programs: Medicare, Medicaid, CCIIO, CHIP, CMS quality and payment programs, and CMMI.

  • Graduate degree in an applicable discipline and/or 10-15 years of related experience.

  • Demonstrated technical leadership in a relevant domain.

  • Demonstrated ability to develop trusted relationships and work collaboratively across MITRE and sponsor organizations.

  • Demonstrated ability to shape and drive high impact, high quality work programs.

Preferred Qualifications:

  • At least 18 months of MITRE experience and/or 18 months working at or for CMS

  • Prior leadership position at MITRE and/or prior leadership outside MITRE
