MITRE is seeking an experienced Medicaid Program Analysis and Transformation Lead with consulting, leadership, and management skills. Specifically, MITRE is looking for an individual with demonstrated expertise in Medicaid and CHIP policy and program operations at the federal and state levels. The candidate best suited for this position will provide subject matter expertise and leadership to complex client engagement teams on delivery work for the Center for Medicare & Medicaid Services (CMS). This work focuses on helping improve accuracy and accountability in Medicaid and CHIP programs. This position requires experience interacting with senior level leaders and the ability to demonstrate significant subject matter expertise in Medicaid and CHIP with respect to managed care, financing, program operations and/or data/systems. The position provides an exciting opportunity to make a substantive impact in the Medicaid and CHIP programs.

As a member of MITRE’s Medicare | Medicaid Coverage, Payment & Equity Department, a successful candidate in this role would serve as a trusted advisor to our sponsors focusing on ensuring the health and well-being of our nation's Medicaid and CHIP program operations.

The successful candidate will perform the following functions:

  • Partner with CMS to enhance the partnership between the federal and state governments while improving transparency of Medicaid payment reimbursement and stewardship of federal funds.

  • Advise sponsors on ways to achieve higher quality and better Medicaid and CHIP program outcomes through use of policy, data, systems, monitoring, analysis and reporting capabilities.

  • Lead sponsor stakeholder engagement with federal and state government officials.

  • Support federal and state government leaders in defining outcomes in Medicaid/CHIP and monitoring/evaluating effectiveness of processes/systems in achieving priority outcomes.

  • Assist sponsors in making informed decisions through connections within and across IT systems and data sources.

  • Provide project management and tracking of critical outcome goals, tasks, and deliverables to meet timelines and quality requirements.

  • Apply subject matter knowledge related to Medicaid/CHIP policy, program operations, or IT systems to achieve project objectives and to contribute to impactful outcomes.

  • Lead development of risk-based analyses to support priority initiatives and workstreams.

  • Develop recommendations, reports, summaries, and other ad-hoc deliverables.

  • Review and apply federal Medicaid and CHIP rules and regulations, taking into consideration state Medicaid and CHIP operations.

Basic Qualifications:

  • A Bachelor’s Degree in a related field (e.g., public policy, finance, business administration, public administration) and a minimum of 5 years’ relevant Medicaid experience working with states, Medicaid/CHIP vendors and/or the federal Government.

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances

    Required Qualifications:

  • Familiarity with federal rules and regulations that apply to Medicaid and CHIP.

  • Familiarity with state Medicaid and CHIP program operation

  • Knowledge of Medicaid financial management, Medicaid managed care, and/or Medicaid IT requirements

  • Expertise in providing technical assistance to federal healthcare programs and/or state Medicaid agencies with a focus on Medicaid/CHIP operations.

  • Strong project management experience, with a track record of successful leadership and execution of large complex engagements on time and on budget.

  • Experience designing and developing high quality deliverables and effectively working within a multidisciplinary team to ensure exceptional performance.

  • A track record of working within large complex engagements according to scope, work plan, quality standards, and budget.

  • Ability to work comfortably in ambiguous and changing situations.

  • Ability to be flexible and change approaches to best meet the needs of projects.

  • Ability to support development of others by delivering key performance feedback, mentoring, coaching, and demonstrating role-model behavior.

  • Strong problem solving and troubleshooting skills with the ability to exercise mature judgment.

  • Experience with Medicaid data, including data visualization software, analysis, and reporting.

  • Strong oral and written communication skills, including executive leadership presentation skills (MS Visio, MS PowerPoint).

    Preferred Qualifications :

  • Master’s Degree in a related field (e.g., public policy, finance, business administration, public administration).

  • Proven experience as a leader working with senior federal government, state Medicaid agencies, and vendors or other stakeholders in implementing Medicaid program requirements in alignment with federal requirements.

  • Proven experience in leading Medicaid and CHIP financial management activities, managed care or reviews of federal/state Medicaid and CHIP program activities.

  • Experience in creating recommendations from findings, making decisions based on data, and implementing data-based solutions.

  • Expertise in a variety of Medicaid and CHIP program areas from state, federal and/or vendor perspectives.

  • Experience with virtual teams and tools used to facilitate virtual communication (e.g., Slack, Microsoft Teams, Mural).
